Regulation of Obscenity, Indecency and Profanity

It is a violation of federal law to air obscene programming at any time. It is also a violation of federal law to broadcast indecent or profane programming during certain hours. Congress has given the Federal Communications Commission (FCC) the responsibility for administratively enforcing the law that governs these types of broadcasts. Among other things, the FCC has authority to issue civil monetary penalties, revoke a license, and deny a renewal application. In addition, a federal district court may impose fines and/or imprisonment for up to two years on those who are convicted of criminal violations of the law. MORE

POSITIVE CHANGE
Organized as a “Movement” in May 2014, by Grammy Award-winning producer, songwriter and arranger, Carvin Haggins, Rage Against the Ratchet was formed to build awareness about the current violent and sexually explicit songs that can be heard on urban radio stations. The word “Ratchet” (derived from “wretched”) by definition was used in urban communities as an adjective describing a person that displays inappropriate behavior. The word has evolved and is now used in Pop Culture (still associated with a negative connotation); hence, the term to name the movement Rage Against the Ratchet.
